In a stunning decision, North Carolina’s voting law, enacted by the General Assembly and signed by the Governor in 2013, was struck down by the 4th US Circuit Court of Appeals today. The federal court, a three-judge panel, determined the law, HB 589, was adopted with “discriminatory intent.” The Court’s language was searing: “Although the new provisions target African-Americans with almost surgical precision, they constitute inept remedies for problems assertedly justifying them and, in fact, impose cures for problems that did not exist,” according to the Court’s decision.
